The Combating Exploitive Child Labor through Education proposed project is a $5.5 million, four (4) year program with the purpose of improving access to and quality of education programs for children in Indonesia as a means to combat exploitive child labor in areas with high incidences. In Indonesia, children are at high risk for engaging in domestic work and plantation agriculture, and they are also at greater risk for being trafficked for commercial sexual exploitation or forced labor.
The Project Director will be responsible for the overall management and oversight of the four year project, with a total project value of $5.5 million for project implementation. This position will provide strategic and operational leadership to develop, implement, monitor and evaluate an integrated development project that will achieve measurable impact on vulnerable children, families and communities. Also provide overall management and oversight of sub contracts issued to subcontractors (i.e. local NGOs) for specific activities.
This position will liaise closely with the International Labor Organization' s International Program on the Elimination of Child Labor's (ILO/IPEC) time bound program on the Elimination of WFCL (Worst Forms of Child Labor); and will collaborate with the National Action Committee on Child Labor and the National Task Force on Suppressing Trafficking; directly collaborate with the Ministry of Manpower and Transmigration, Ministry of Social Affairs, and Ministry of National Education. The Project Director is also expected to guide collaboration with relevant civil society organizations as relevant.
• Represent Christian Children's Fund and the project in formal and informal relationships with the United States Department of Labor (USDOL), the US Embassy/USAID, associates and subcontractors, government authorities and other stakeholders, as appropriate.
• Project management, supervision, administration, and implementation of all USDOL cooperative agreement requirements.
• Establish and maintain systems for project operations and ensure that project targets are achieved
• Lead the preparation of annual work plans and oversee the production of reports and other deliverables to USDOL.
• Supervise project planning, implementation, monitoring and evaluation in a manner consistent with Christian Children's Fund's working principles.
• Develop appropriate project interventions that target children under 15 who are at risk for dropping out of school and who live in areas of high prevalence of exploitive child labor
• Develop appropriate project interventions for children 15 to 17 years to prevent entry into exploitive labor, and design relevant approaches that encourage this age group to engage in acceptable employment
• Ensure that the project targets children engaged in domestic work, plantation agriculture, and those who have been trafficked for commercial sexual exploitation or forced labor
• Ensure that at least one-third of the project's total beneficiaries are targeted for withdrawal and prevention from the sectors of domestic work and trafficking
• Develop appropriate interventions for children who have been or are in exploitive labor situations and wish to return and reintegrate into formal school or pursue alternative education, such as vocational/technica l education and skills training.
• Lead and provide overall guidance to policy, advocacy, and training-related project interventions aimed at strengthening the capacity of government and civil society to address child labor and education.
• Ensure advisory committees at the national and provincial levels are functional and informed of program progress and best practices.
• Identify and develop agreements and relationships with appropriate local NGO partners.
• Ensure that efficient systems are in place to support all aspects of project activity, including associate and sub contractor management and project monitoring and evaluation, and that they support the effective use of project resources in compliance with USDOL regulations.
• Oversee the dissemination of reports related to project activities.
• Ensure that financial systems support Christian Children's Fund's accountability to USDOL and that financial reports are timely and complete.
• Supervise other key personnel of the project: Education Specialist, and Monitoring and Evaluation Specialist.
• University graduate in any field of social science from a recognized university
• Minimum of 3-5 years of professional experience, in a leadership role, in the implementation of child labor and/or complex basic education programs in developing countries
• Experience in networking, community mobilization and implementing programs in areas such as education policy; improving educational quality and access; educational assessment of disadvantaged students; development of community participation in the improvement of basic education for disadvantaged children; and monitoring and evaluation of basic education projects
• Knowledge of exploitive child labor issues, and experience in the development of transitional, formal, and vocational education of children removed from exploitive child labor and/or victims of the worst forms of child labor and/or victims of conflict/wars
• Experience in managing USG funding and familiarity with federal regulations, particularly as it relates to associate and sub-contractor management
• Experience with social sector work in different cultural environments
• Previous employment or extensive collaboration with NGOs
• Experience in working with ministry of education and/or labor officials
• Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
• Excellent oral and written communication skills
• Fluency in English is required and working knowledge of Bahasa Indonesia is strongly preferred
