Vacancy - International Federation Red Cross and Red Crescent ( IFRC ) : Deputy Finance Manager & Sr. Finance Officer

International Federation Red Cross and Red Crescent ( IFRC ) on behalf of American Red Cross Tsunami Recovery Program (TRP) had been established to direct the organization’s response to the South Asia tsunami disaster. The TRP activities focus on integrated community recovery and preparedness interventions in tsunami affected

The Indonesia TRP Delegation operates from offices in Banda Aceh, Calang, Lamno. It also has liaison offices in Jakarta, and other areas in Aceh province in collaboration with the Indonesian Red Cross.

We are seeking dynamic individuals to fill the :

POSITION : Deputy Finance Manager
No of Hired : 1 Person
Base of Assignment : Banda Aceh
Type of contract : Fixed term

Duties and Responsibilities:

Under the supervision of the Finance Delegate (aka Director of Finance), the Deputy Finance Manager will carry out the following functions:
· Supervises the maintenance of financial accounts and records; prepares financial reports as required;
· Ensures the proper receipt, safeguarding, disbursement and management of all funds handled by the delegation; reviews, modifies, initiates and implements internal control
procedures in coordination with Director of Finance and Headquarters;
· Coordinates the preparation of the delegation operating budget; reviews budget submissions, monitors expenditures against budget allotments and reports on variances;
· Ensures that the provisions of the Finance Policies and Procedures Manual issued by the Headquarters are complied with throughout the delegation and are supplemented locally to the extent necessary;
· Assists and advises program staff and senior management on financial matters;
· Serves on delegation committees involving financial matters, including the Contracts Committee and Tender Opening Committee;
· Provides training and guidance to field and partner finance staff.
· Performs any other job-related duties as required.

This position will require up to 30% travel, including travel for several days each month to the American Red Cross office in Calang, Aceh Jaya.

Qualifications:

· A strong understanding of donor finance and accounting in a relief and development setting.

· Precise and analytical worker
· Proficiency in written and spoken English.
· In-depth knowledge of accounting standards and finance principles, including budget development and financial administration of resources

· Knowledge of general rules and regulations governing the compliance/regulato ry management of grants.

· Demonstrated ability to work with word processing, spreadsheet and accounting software including the creation of reports.
· Demonstrated experience and skill with financial analysis, reporting preparation and presentation and theproven ability to translate technical financial data into informative reports.
· University degree in business administration, finance or accountancy
· At least 5 years experience in finance and accounting at a supervisory level, preferably with aninternational organization/ NGO, or a professional services firm
· Certified Public Accountant
· Audit and/or INGO experience


POSITION : Sr. Finance Officer

Baseof Assignment : Calang
Type of contract : Fixed term

Duties and Responsibilities:

Under the supervision of the Deputy Finance Manager, the Senior Finance Officer will carry out the following functions:
· Supervises and manages all finance officers and assistants and their activities, goals and objectives. Coordinates finance coverage during supervisor’s absence to ensure that on-going support is available to program.
· Analyses, evaluates and monitors a variety of complex financial documents, accounts or projects and ensures that transactions are valid, properly authorized and approved, have adequate supporting documentation, and that they are properly coded.
· Analyses complex transactions related to WatSan service and construction contracts and obligations.
· Verifies field accounts and transactions for a number of offices, for accuracy, completeness and compliance.
· Participates in the preparation of financial data to be included in the monthly reports to the US Headquarters.
· Participates in the design and implementation of policies, procedures, and systems to comply with all applicable financial and accounting regulations and American Red Cross’ internal policies and procedures.
· Monitors field financial staff training needs and provide appropriate training, orientation or mentoring.
· Provides key support in the month- and year-end close and internal/external audit process
· As part of the month end close, reviews binder documentation to ensure that Cash and Disbursement Vouchers are accounted for, complete, and that these and all supporting
documents are stamped “PAID”, journal vouchers are adequately supported and
approved.
· Performs any other job-related duties as required.

o Demonstrated experience and
skill with financial analysis, reporting preparation and presentation and the
proven ability to translate technical financial data into informative reports.
o Degree in accounting
o 3+ years experience in finance, with some supervisory role.
o Certified Public Accountant
