VACANCY - CARDNO ACIL : INFRASTRUCTURE PLANNER AND INFORMATION COORDINATOR

Cardno Acil is the Managing Contractor (MCPM) for the AusAID-funded Australia-Indonesia Basic Education Program (AIBEP). A major role for the AIBEP is to support the current initiatives set by the Government of Indonesia to improve the quality of education through a number of major inputs.

Background:

Under Pillar 1, the Improved Access component of the BEP program, the project will deliver 2000 new and “one roof” public junior secondary schools for MONE and MORA providing approximately 330,000 new student places, and constructed through local communities according to agreed criteria and to an improved quality.

Infrastructure Planner and Information Coordinator will assist the Managing Contractor Project Management (MCPM) teams in MONE and MORA in their roles of managing the implementation of the schools by the preparing and maintaining detailed work plans and Gannt charts for their construction. The Infrastructure Planner will also be required to prepare monthly summary reports on any slippages to critical path activities or other issues affecting progress.

In coordination with the MCPM IT managers, the Information Coordinator will also be responsible for the development, maintenance and coordination of a database of key statistics for all schools built or under construction for the 2006, 2007and 2008 work plans.

Location: Jakarta

Qualifications and experience:

Essential
•Tertiary qualifications in Engineering or Architecture or other relevant discipline.

•Minimum of five years experience in the planning or implementation of small scale public infrastructure for urban and rural Indonesia, preferably in the education sector.

•At least 2 years demonstrable experience in the application of project planning software (such as Microsoft Project) to infrastructure projects, include the preparation of summary reports (statistical, narrative and graphical).

•Experienced in the use of Microsoft XL and Access including the manipulation and analysis of large data sets and the preparation of summary reports (statistical, narrative and graphical) based on the same.

•Demonstrated experience with key project management techniques such Critical Path Analysis; ‘S’ Curves; resourcing schedules; risk analysis; etc.

•English language skills – fluency in reading, writing and speaking

Desirable
•Experience in the implementation of primary or secondary education infrastructure in Indonesia.

Activities:
•Prepare, manage and update and report at agreed regular intervals, an MS Project-based overall work plan for all Pillar 1 activities and for the MoNE and MoRA MCPM teams, including any activity interfacing between Pillar 1 and Pillars 2 and 3. Prepare monthly summary reports of agreed format and content indicating, inter alia, any slippages to critical path activities or other issues affecting progress.

• In consultation with the Head of MCPM Procurement Section prepare, manage and update at monthly intervals, an MS Project-based detailed work plan for the Procurement Section, including management of CDC and other contracts. Prepare monthly summary reports to an agreed format and content, indicating, inter alia, any slippages to critical path activities, or other issues affecting progress.

•Prepare project schedules in MS Project or similar for the implementation and completion of all MONE and MORA schools in the 2006, 2007 and 2008 work plans by cluster or by other agreed categorization. Using data provided by the IT Section prepare monthly summary reports to an agreed format and content, indicating, inter alia, any slippages to critical path activities, or other issues affecting progress.

•In coordination with the IT managers, take prime responsibility for the development, maintenance and coordination of a database of key statistics for all schools built or under construction for the 2006, 2007and 2008 work plans. The data to be collected will be determined in consultation with the MCPM Pillar 1 Teams in MORA and MONE and the Lead Technical Adviser.

•Provide statistical and graphical summary analyses of the weekly reports prepared by the IT team using CDC and FM data in agreed formats to assist with the planning of the implementation of Pillar 1 activities.

•Perform other duties as required.

Deliverables and Outputs:

•Enhanced planning for Pillar 1activities through the preparation and regular updating of implementation schedules utilising inter alia historical performance data.

•A database of key statistics for all schools built or under construction for the 2006, 2007and 2008 work plans

Baseline:

At the beginning of 2009 approximately half of the 2000 schools had been completed with the balance in various stages of development, from the approval stage through to the initial stages of construction.
The data to be used as a basis for preparing the statistical data base of all schools planned and or constructed is held in either or both electronic and hard copy at several MCPM and GOI office locations in Jakarta.

Intended Change:
•Improved programming and management of all Pillar 1 infrastructure activities.

•Accurate, up-to-date data, statistics and information relating to the implementation of Pillar 1 activities.
