The Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. GTZ promotes complex reforms and change processes. Its corporate objective is to improve people’s living conditions on a sustainable basis. GTZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

We are seeking 3 (three) qualified candidates for the position of:

1. HUMAN RESOURCES OFFICER:

Tasks
B.1. National Personnel Policy
* Support further development of GTZ Indonesia policy for National Personnel
* Implement and coordinate policies, procedures, and programs.
* Inform GTZ-Indonesia management about personnel policy issues, including national Manpower Regulations
B.2. Management of GTZ NP Affairs
* Conduct recruitment efforts: develop job descriptions and profiles, advertise vacancies internally/external ly, scan and evaluate applications, participate in interviewing candidates and assists in final selection.
* Manage day-to-day administration : keep up personnel files of GTZ-Office staff, establish and maintain a personnel information system (SAP NP), prepare work contracts and termination agreements, support GTZ-staff with evaluation of data
* Establish and implement an HRD plan : assess training needs, identify possibilities for further education and training, catalogue training offers and make them available to projects and GTZ-Office, organize and coordinate training courses and monitor and evaluate results, develop career-paths for NP, support job rotation and assignments and liaise with projects and Asian GTZ-Offices to promote rotation/assignment s.
B.3. Social Security (Jamsostek)
* Make sure that all National Personnel are registered as Jamsostek member or taken out of the membership if they are not with GTZ anymore
* Make sure that the monthly database is updated and sent to Jamsostek Office before the deadline
* Calculate the monthly payment and send to Accounting Section to be paid before the deadline
* Attend any meeting/discussion held by Jamsostek Office & always be updated on any new regulations
C. Other duties/additional tasks
* Conduct GTZ orientation training every year for all projects in coordination with Internal Control & Accounting Section
* Assist in and /or carry out other project activities and any other tasks as assigned
* Participate in further job training related to her/his position and duties if required. Specific training needs shall be identified and appropriate program selected jointly with the GTZ Country Director
* Keep attendance list, annual leave, and training list of GTZ-Office Jakarta Provide and send announcement related to office management such as office closing, GOJ activities, office meetings etc.
D. Required Entry Qualifications and Competencies
Formal Education :
* University degree in Management/Law/ Psychology with qualification in HRD Professional Experience:
* Minimum of 6 years of professional working experience in a similar position Further Knowledge:
* Excellent command of MS-Office
* Good working knowledge of modern telecommunication systems (telephone, fax, e-mail, internet and its software)
* Mandatory language knowledge (English fluent both oral and written)
* Excellent communication and administrative skills
* Abilities to work in an international team and stressful environment
Report to: Head of Administration

2. ADMINISTRATOR (FINANCE & ACCOUNTS)

Accounting and Finance
* Carry out accounting procedures using WIN PACCS accounting software, prepare monthly journals/balance sheets/bank reconciliation statements and send to the Office Manager respectively Principal Advisers and to GTZ HO
* Monitor accounts payables/receivable s in GOJ Journals with monthly feedback to the GTZ Head of Office and Principal Advisers
* Support creditors and debtors administration, including local subsidies and local consultants § Approve stationery and supplies procurement requests for GOJ
* Approve payment of GOJ invoices for up to 1 Mio IDR.
* Sign "factually correct" of all petty cash vouchers of GOJ cashier.

Internal Control
* Review the classification of all vouchers/receipts according to completeness and to cost centres/cost category/legal and correct them if required § Provide advice and guidance in financial matters to projects
* Anticipate possible difficulties and develop solutions in accordance with GTZ policies and regulations. Immediately report all problems involving finance and regulations to Head of Office for further advice
Financial Planning and Monitoring (SAP/Information)
* Assist in the preparation and monitoring of the office/project/ programme budgets
* Prepare cost structures for ZAK

Required Entry Qualifications and Competencies
Formal Education BA in Accounting and Auditing or comparable qualification

Professional Experience
* minimally 2 years of professional working experience in a similar position

Other Qualifications
* familiar with electronic accounting systems
* thorough knowledge of GTZ-instruments and procedures
* good working knowledge of modern telecommunication systems (telephone, fax, e-mail, internet and its software)
* excellent communication and administrative skills
* ability to work in an international team and stressful environment
* excellent GERMAN LANGUAGE, both written and oral

3. ADMINISTRATOR (CONSULTING MANAGEMENT)

Tasks

Consultancy Management
* Prepare contracts for local and regional freelance experts and consulting companies, coordinate assignments
* Monitor status of contract implementation, computation of all payments including advances, file documents of completed assignments
* Maintain a database of national and regional experts including moderators by using computer program (Cosoft).
* Filing the contracts according to GTZ regulation as active and inactive files

Support to Administrative Experts
* Make photocopies and scans documents if and when required
* Compile and organize information materials
* Label files according to GTZ filing system
* Fill lists and tables according to the specific instructions of the administrative expert
* Maintain record of service requests

C. Required Entry Qualifications and Competencies
Formal Education
Secondary school
Diploma in accounting, secretarial, or other related field.

Professional Experience
* At least 1 -3 years of work experience in a similar position

Other Qualifications
* Good working knowledge of modern telecommunication systems (telephone, fax, e-mail, internet and its software)
* Good working knowledge of computer programs (e.g. MSOffice, Excel, SAP)
* Mandatory language knowledge (English fluent both oral and written)
* Excellent communication and administrative skills
* Abilities to work in an international team and stressful environment
* Abilities to work under pressure
