A. EMPOWERMENT OFFICER (REF CODE: EO) BASED IN LAMNO ACEH JAYA

The Canadian Red Cross (CRC) is implementing a major community-based
reconstruction and rehabilitation program with the primary focus on shelter
construction project in Aceh Besar, Lamno, Calang and Nias for beneficiaries
affected by Tsunami of December 26, 2004 and earthquake of March 28, 2005.
We are also implementing Livelihood, Environmental Health and Disaster
Preparedness Management programs to help families and communities to improve
their quality of life. We are looking for qualified and committed
candidates to fill the following position on a fixed term contract basis.

Empowerment Officer (Ref Code: EO) Based in Lamno Aceh Jaya

Minimum Required Experience and Knowledge:

* University degree, Education and/or Social Science preferred;
* At least three years of community and administrative experience
* Have knowledge of participatory approaches
* Good personal communication skills, judgement and interpersonal
skills;
* Strong reading, writing and reporting in Bahasa Indonesia and
English;
* Independent worker and team player;
* Good physical and mental health and prepared to live and work in
adverse condition.
* Required computer literacy ( MS Word, Excel and Outlook etc).

Scope of Work:

This position requires an enthusiastic, professional worker with an
innovative approach to supporting integration of gender issues in shelter,
environmental health, ICBRR and livelihoods programs. S/he will also be
responsible for supporting CRC communities to implement their gender equity
plans and pro-actively contribute, in collaboration with government and
other agencies and through existing structures, to the empowerment of women
and communities in Aceh Jaya. As well, s/he will collaborate with CRC
partners and local government officials on participation and equity issues,
as well as increasing the capacity of CRC staff to achieve all mainstreaming
targets, set within the framework of Red Cross/Red Crescent principles. The
position reports to the Gender Specialist and requires collaboration with
the Field Managers to support Facilitators and Gender Focal Points

Specific Duties:

* Build and maintain relationships between CRC communities in the
CRC operational areas.

* Ensure coordination with Field Managers for gender mainstreaming
activities, setting realistic targets and fine-tuning strategic direction to
mainstream gender participation and equity.

* Provide leadership to the gender and empowerment facilitators, as
well as the gender focal point, in field offices, and support them in
implementation of the gender program.

* Raise awareness about CRC programmes and represent Canadian Red
Cross
(CRC) to beneficiary communities, and assess the capacity building
needs of CRC staff and the community.

* Motivate the active participation of both men and women in gender
mainstreaming activities, and build capacity on effective participation if
necessary.

* Support development and implementation of formal and informal
training for Village Empowerment Representative and CRC staff.

* Provide and mobilize government and other agency support for
implementation of community action plans related to gender and empowerment.
This requires developing and maintaining networks with other agencies
working on gender issues, and ensuring collaboration.

* Provide language translation and interpretation services as
required by Field Manager

* Monitor gender mainstreaming progress, and ensure objectives and
targets are achieved.

* Ensure collection and synthesis of data or information on gender
mainstreaming, as required.

* Provide regular reporting of programme activities in the area of
responsibility.

General Duties

* Apply the security rules at all times

* Respect and observe the staff regulations of the CRC in Indonesia
* Respect and observe the code of conduct of CRC in Indonesia

B. FINANCE MANAGER (REF CODE; FM) BASED IN BANDA ACEH

The Canadian Red Cross (CRC) is implementing a major community-based

Finance Manager (Ref Code: FM)

Based in Banda Aceh

Minimum Required Experience and Knowledge:

* Degree in business, commerce, accounting or a related field;

* Strong background in accounting and experience with staff
management;

* Excellent communication skills in Bahasa Indonesia and English.
Fluency in Acehnese an asset;

* Ideally should have good attention to detail, analytical skill and
be responsible and accountable;

* Experience working with an international NGO or the Red Cross
Movement
is considered an asset.

Standard Function Description:

Under the supervision of the Finance and Administration Delegate, the
Finance Manager will be responsible for the daily operations of the finance
department. The Finance Manager's responsibilities include general
controllership, financial reporting, treasury, and management functions at
the Banda Aceh office as well as at the field offices in Aceh

Specific Duties:

1. General Accounting and Data Management

Responsible for ensuring general accounting and data management functions
are performed in accordance with Canadian Red Cross (CRC) policies and
procedures.

a) Maintain the integrity of the delegation's general ledger by
ensuring proper account coding and cost allocations as well as monthly
account reconciliations.

b) Supervise the posting of day to day transactions, ensuring proper
internal controls
are enforced and appropriate systems in place to maintain
all required supporting documentation.

c) Ensure adequate back up and retention systems are in place and
followed for all finance master files.

2. Financial Reporting

a) Prepare accurate, reliable, and timely monthly and/or quarterly
financial reports for review by Senior Management in Indonesia and IOH.

b) Prepare the delegation's monthly cash flow forecast, ensuring
adequate, but not excessive, funds are available at all times to provide for
continuity of operations and services.

3. Treasury Control

a) Supervise the processing of bank and cash transactions; ensure
compliance with CRC policies for appropriate approvals and internal control
procedures
for all cash disbursements, receipts, transfers and security over
all control documents.

b) Ensure proper security controls are in place for the management of
petty cash.

c) Reconcile CRC IOH transfer payments and all in country bank
accounts
.

d) Ensure cash advance procedures are properly followed and outstanding
balances are monitored and reconciled.

e) Monitor cash usage and requirements; advise of possible unusual
activity or requirements.

f) Maintain and develop relationships with local financial
institutions; advising of any potential risk management issues related to
the treasury function.

4. Budgets

a) Assist the Finance and Administration Delegate with the development
of the yearly operational budget.

b) Provide support to program staff in the preparation of budgets and
forecasts to support new proposals or project and program realignments.

5. Internal Control & Audit

a) Ensure full compliance with all CRC policies and procedures;

b) Ensure adequate internal controls are in place within all finance
and accounting functions.

c) Facilitate and participate in both internal reviews and external
audits (eg. CIDA), as required.

6. Staff Supervision and Development

a) Recruit and manage staff as required; ensuring adequate supervision
of duties, job coaching, performance evaluations and staff training and
development
.

b) Identify training and development opportunities in order to build
the capacity of national staff.

c) Foster positive working relationships with field finance personnel
and the Banda Aceh office.

d) Regularly review financial information from the sub-offices and
provide support, as required.

7. Transition

Assist the Finance and Administration Delegate and the transition team with
transition tasks and duties, as needed.
