I. Organizational Context
Under the overall supervision of the FAO Representative in Indonesia, in
close cooperation with the FAO Emergency Centre for Transboundary Animal Health
Diseases Operations (ECTAD) Indonesia Program Team Leader and technical
officers, members of the ECTAD Indonesia operations support team, relevant
government counterparts and implementing partners, and under the direct
supervision of the International Operations Coordinator.
Duties and Responsibilities
II. Functions / Key Results Expected
Summary of key functions:
• In collaboration with the ECTAD Indonesia Operations Support
team, provide day to day operational support to all field projects under
the ECTAD-Indonesia Program;
• Supervise the National Operation Officer, National Operations Assistant,
and coordinate with other national project administrative, financial,
logistics, and operations staff as necessary, to ensure timely delivery of
necessary inputs and logistics, in line with planned project work plans and
procurement plans;
• Support the Operations Coordinator in preparing requests for Field
Budget Authorization (FBAs) and in preparing budget revisions and amendments as
required;
• Participate in monthly Operations Support team coordination meetings and
organize weekly team meetings for addressing outstanding operational issues
• Support the ECTAD Indonesia Operations team in ensuring consistency of
project operations with the overall Program objectives;
• Facilitate provision of operational assistance for incoming and outgoing
missions as required (including procurement, monitoring and backstopping
missions from headquarters and the Regional Office for Asia and the Pacific);
• Participate on behalf of the Operations Coordinator in various meetings
organized for donor coordination and resource mobilization, and support the
ECTAD Indonesia team in the preparation of project briefs, draft project
proposals/documents, and draft project progress and final reports as necessary;
• Participate on behalf of the Operations Coordinator, in various meetings
organized for government coordination, both at the central and local levels,
and assist in the preparation of documents needed for preparation and
follow-up;
• Support the Operations Coordinator, in liaison with the Team Leader and
technical officers, in operating thematic activities linked to the overall
ECTAD Program in Indonesia, including facilitating and participating in the
planning exercises for thematic activities;
• Support the Operations Coordinator in liaising with donors on
operational matters, particularly on budget revisions and progress reports;
• In consultation with the Operations Coordinator based in Jakarta, liaise
with TCES operations Officers in the Regional Office for Asia and the Pacific
(RAP) and in Rome on project operational issues as required.
• Support the Operations Coordinator in monitoring the implementation of
efficient financial flow mechanisms and in ensuring timely availability of
resources for the smooth implementation of project activities;
• Support the ECTAD Operations team for the recruitment of national
project staff; and
• Perform other related duties as required.

Education:
* Appropriate bachelor’s or university degree
Experience:
* Minimum of consecutive five (5) years experience in the operational management of project or programmes, preferably in the context of emergency operations;
* Previous employment in international organizations preferably within the UN specialized agencies;
* Possess good planning, coordination, interpersonal and communication skills;
* Proficiency in MS Office, particularly in Word, Excel and Power Point;
* Ability to work in a multi-cultural environment with sensitivity and respect to diversity;
* Ability to work with minimum supervision.
Language Requirements:
* Fluency in Bahasa Indonesia and a good command of writing and speaking English.

I. Organizational Context

supervision of the chief Technical Advisor and Operations Coordinator and under
the direct supervision of the Administrative Clerk Coordinator of the Project,
Training Administrative Clerk is responsible for handling administration of FAO
HPAI Trainings and Workshops.

Duties and Responsibilities
II. Functions / Key Results Expected
Summary of key functions:
1. Prepare in advance budget estimates and list of needed supplies for the
training/ workshops/seminars/meetings
2. Make travel and hotel reservations, prepare travel authorization forms
and assemble information pertinent to purpose of travel
3. Facilitate all logistical/ administrative needs during the training/
workshops/seminars/meetings convened by the Project
4. Provide proper and updated documentation of logistics/ finance during
the project activities assigned
5. Ensure that the office filing systems and records are properly
maintained for easy retrieval
6. Provide efficient reception services to guest and facilitate their
travel to project sites if needed
7. Supervise and monitor LDCC financial issues (travel plan, travel
report, operational cash)
8. Supervise and monitor training preparation, execution and finalization
from each LDCC admin clerk
9. Operate office equipment such as typewriter, word processor and other
similar keyboard equipment as required
10. Monitor supplies and equipment for the project- complete the inventory
form for the project
11. Coordinates with DCC Senior Administrative Clerk in monitoring and
assisting LDCC offices
12. Back up and assists other administrative clerks when required
13. Performs other related duties as required

The key results have an impact on the success of FAO/ GOI Avian Influenza
Control Programme implementation in Indonesia.

Background

I. Organizational Context

Food and Agriculture Organization (FAO) is a United Nation agency which provides technical assistance in Indonesia. One of our projects since 2006 provides support for the control of Avian Influenza, in cooperation with national and regional Indonesian government livestock authorities. Project activities are conducted in various locations nationwide.
Under the overall supervision of the FAO Representative, receives guidance from Senior Administrative/ Finance and Operations Coordinator, direct supervision of the TCDC Expert/Administrati ve Support, and in close coordination with HPAI Control Programme international and national staff, performs a full range of administrative and clerical duties for the Programme and helps coordinate field activities of the project.

Duties and Responsibilities

II. Functions / Key Results Expected

Summary of key functions:
Provides needed administrative and operational supports to FAO Representation’s office in Indonesia, Administrative/ Finance and Operations Officers for the implementation of HPAI
Control Programme’s field activities; Performs full administrative and daily operational tasks in the absence of the internationally hired TCDC Expert – Administrative Support;
Coordinates the placing of vacancy announcements with FAO Representative and UNDP administrative/ personnel staff;
Provide supports in monitoring residential and visa permits of internationally hired Programme
staff in coordination with FAO Representative’s staff; Assists in gathering applicants’ resume or curriculum vitae and short-listing them if required; Assists in the preparation of project staff recruitment most especially in arranging interview schedules in coordination with the interview panel’s availability and short-listed applicants;
Assists in the preparation of project staff extension’s necessary requirements; and in monitoring
project staff NTE; Supervises project hired and rental vehicle drivers; arranges schedules of project’s daily transport needs in coordination with international and national programme staff;
Assists in monitoring and updating Programme’s personnel contracts.
Provides assistance in following up and preparation of necessary documents needed for recruitment processes.
Provides support in the travel arrangements of project international and national staff; and assists in the preparation of travel authorization forms for submission to OFAOR for approval of ticket issuance in the absence of the other Administrative
Supports; Acts as an alternate in the absence of the internationally and locally hired Administrative Supports; Classifies documents relating to a number of subject matter areas and ensures that the office filing systems and records are properly maintained and updated in accordance with an existing framework for easy retrieval;
Gives assistance in photocopying and collating documents, if necessary;
Performs other duties as required.

Experience: Minimum of 5 years work
experience in general office works preferably with FAO project is an advantage but not necessary; Proficiency in MS Office, particularly Word and Excel programs; Has good knowledge of the English language and good memo composition; Good interpersonal and communication skills are necessary and will be assessed during interview

Language Requirements:

Good ability to speak and write English and Bahasa Indonesia.
